The Town of Fishkill is one of 7 communities who have teamed with
Joule Community (as Program Administrator) to explore the potential of participating in a
Community Choice Program in the Hudson Valley.

The RFP for the CCA program will be awarded this Friday 5/3. The bids are due at 11am. The sponsors scheduled a conference call for 11:45am with the Town to review the bids and their recommendations. The sponsors are also holding an information session in each participating municipality during the week of May 6. These will be short meetings to report the CCA rate, the impact of the program to residents, and consumer options - including how to opt-out. The meeting time and location for Fishkill is:

THE TOWN IS CONSIDERING A PROGRAM
THAT COULD REDUCE YOUR ENERGY BILL...

As you may be aware, the Town of Fishkill Town Board is considering participation in a municipal energy program called Community Choice Aggregation (CCA).

The CCA program is designed to give municipalities the ability to purchase power in bulk to help their residents save on their electric bill and promote clean energy.

Because the CCA offers the potential for savings and to promote green energy, the Fishkill Town Board opted to consider the concept. To not consider the program would, in effect, make a decision for our residents without their knowledge. The Town Board wants to ensure that the true cost to customers is reduced so is requiring two items from the developers running the program:

The Town would only sign on if there is a clear savings to the residents
The team has to conduct a robust and measurable community outreach campaign to educate the residents about the program

The first CCA program in New York was piloted by New York State in Westchester County several years ago.
Since the utilities were deregulated, most consumers have seen a significant rise in their utility bills. The State was concerned that individual consumers had very little control over the market.
There are certain state regulations that authorize municipalities to create CCA’s. Even if the program was to move ahead with lower costs to the customers, the regulation states that any Central Hudson (CH) customer who already chose a supplier other that CH would not be automatically moved to the chosen CCA supplier.
