Every town is required by law to have a Town Clerk.


The Town Clerk's office is frequently considered the center of Town Government.  It is not only the office which is responsible for recording activities of the Town Government, but it is the central place in which are filed documents and papers vital to the lives of the townspeople.

Dog License - The application shall be accompanied by the license fee and a certificate of rabies vaccination. Proof of neutering or spaying is also required. The licensing fee is as follows:

If Dog is Spayed/ Neutered: $10.00
If Dog is NOT Spayed/Neutered: $20.00


The Town of Fishkill offers reduced dog licensing fees to our Senior Citizen Community! If you are 65+ years of age, dog licensing fees are as follows:

If Dog is Spayed/ Neutered: $1.00
If Dog is NOT Spayed/Neutered: $3.00


Do you have to provide proof that your dog passed away/ has moved and/or has a a new owner?

​Yes, on the renewal form & delinquent notice, there is a space to indicate such changes, location for signature, and date of change.​
What are the laws on dog licensing?
  • All dogs must be licensed by four (4) months (16 weeks).
  • Licenses are renewed annually.
  • Up-to-date rabies vaccine is required.
  • Dogs must wear their license tags (per NYS Dept. of Ag & Markets).

The legislature hereby finds that a free society is maintained when government is responsive and responsible to the public, and when the public is aware of governmental actions. The more open a government is with its citizenry, the greater the understanding and participation of the public in government.

As state and local government services increase and public problems become more sophisticated and complex and therefore harder to solve, and with the resultant increase in revenues and expenditures, it is incumbent upon the state and its localities to extend public accountability wherever and whenever feasible.

The people's right to know the process of governmental decision-making and to review the documents and statistics leading to determinations is basic to our society. Access to such information should not be thwarted by shrouding it with the cloak of secrecy or confidentiality. The legislature therefore declares that government is the public's business and that the public, individually and collectively and represented by a free press, should have access to the records of government in accordance with the provisions of this article.

Town of Fishkill FOIL Process 
  • Requester completes required FOIL via online portal.
  • Town Clerk’s office has five (5) business days to process request.
  • The department responsible for records has twenty (20) business days to get documents back to the Town Clerk’s office.
  • Town Clerk’s office then contacts requester when they receive said documents.​
Fees
  • $.25¢ per page/photocopy (listed in letter they receive)
  • $10.00 per CD or photo (listed in letter they receive)
  • Large maps must be sent out to private vendor – price is per size.

Marriage License – A marriage license can be obtained Monday through Friday between the hours of 9:30 am and 2:30 pm by appointment only. There is a $40.00 fee (cash or check). There is a 24 hour waiting period and the license is valid for 60 days.  The following documents are required – a valid photo ID ( Driver's License or Passport) must be shown, a certified birth certificate, and if married prior, copies of all certified filed divorce decrees and/or death certificates. Second ceremonies must bring in original Marriage Certificate.  All documents must be Officially translated in English.

Fishing and Hunting License — Information can be obtained at the Town Clerk's office. Fees vary according to type of license. Payments can be made using  cash or check ONLY (no credit cards accepted). A hunting certificate is needed to purchase a hunting license. Each Autumn, a current Department of Environmental Conservation pamphlet becomes available at the Town Clerk's office.

Handicap Parking — Handicap parking permits can only be obtained at the Town Clerk's office if you are a resident of the Town of Fishkill. An application needs to be completed by both the resident and a medical physician. A copy of a valid driver’s license is required. There is no fee for this service.  

Genealogy Research — For those who are doing genealogical research, an application for genealogical services is available at the Town Clerk's office. Original records of births and marriages for the entire state begin with 1881, while records of deaths begin with 1880. The fee is $22.00 per search, which includes search and uncertified copy or notification of no record. Must include photocopy of your driver's license.
